i think u dont need a regex u can use only if ($strip($1) = @tfl)
and no need for anti flood like that cz u put allready condition

if ($sock(tfl)) .sockclose tfl

so that what i mean

on *:text:*:#:{
  if ($strip($1) == @tfl) {
    if ($sock(tfl)) .sockclose tfl
    sockopen tfl textsfromlastnight.com 80
    sockmark tfl #
  }
}

but i think is better to use sockopen tfl $+ #
