really don't see the point in a dialog for this.
you are better off just using a menu maybe something like this...

menu Channel,menubar {
  .Turn [Filter Kick] $iif($group(#filk) = On,Off,On):{ 
    $+(.,$iif($group(#filk) = On,dis,en),able) #filk 
    echo -a [Filter Kick] is now $group(#filk) 
  }
