You might want to change 

$round($calc($readini(rate.ini,Rating,Total) / $readini(rate.ini,Rating,Voters)),2)

to 

$round($calc($readini(rate.ini,Rating,Total))) / $readini(rate.ini,Rating,Voters),2)
