I dunno if you stole this snippet or no. But:
1) There's no alias named "logo" in your snippet then you should put it in there or remove the $logo from your code.
2)

alias unshutup {
  if ( %unshutup ) { cs akick %shutupchan del %unshutup
    Unset %*shutup*
  }
  else {
    Unset %*shutup*
  }
}

It can be:

alias unshutup {
  if (%unshutup) { cs akick %shutupchan del %unshutup }
  unset %*shutup*
}

3) Also you can remove : from ".Shutup Bans:"
