ok so thenite ur ingame and theres a irc chan for that server, they make a cmd that is /irc and it sends the MSG to irc and sais it like lets say
"IRC jikesh(18) sais: hi" so now the jikesh is op and has cmd !msg and he has a responder which is hi == !msg hello all in server....
thats what it is
