in The First One I made It message the channel the rules then notice the user what would happen if he/she falied to obide by them.
in the second one you change the Topic Rules With it it also writes it to a ini file if you use mirc this would work both ways because your changing the rules both ways.
On msg and notice you dont need .\'s or /\'s for them a .msg just hides whats being said from the person who issued what was said same thing with .notice hides it from the person who issued it
