First off i wouldnt have made it as a nicklist second i would have made it as a channel menu or a dialog for the menu channel it would have been

 Menu Channel {
-
Admin/Ircop Commands
.Kline: ( $+ $server $+ ) : kline $$?="What Nick?" $$?="Reason For This?"
.Kill: ( $+ $server $+ ) : kill $$?="What Nick?" $$?="Reason For This?"
.Gline: ( $+ $server $+ ) : gline $$?="What Nick?" $$?="How Many Days? E.G 1d." $$?="Reason For This"
}

and so on but you get the basic principle of the menu channel one i am currently working on the dialog for you. will get back to you soon.
